Loading ...I noted this quote from Fortune Magazine on a special report on technology outsourcing to Novosibirsk, capital of Siberia. It shows probably that some of the biggest decisions in corporate thrusts may come from subjective street smart generalizations. The quality of the decisions of course will hinge on how these perceptions converge with reality.
