The 12th Association of Southeast Asian Nations (ASEAN) Summit from Jan. 10 to 15, will put the central Philippine island-province of Cebu in the 10-member nation group’s lexicon and history, a senior Philippine diplomat said.

Philippine Ambassador to Malaysia Victoriano Lecaros, Asean Summit spokesman, said a number of documents will be signed by the 10 heads of state during the summit here.

These documents, he said, will be called “Cebu Declarations.”

“There will be a Cebu Declaration on HIV-Aids, and on migrant workers, among others,” Lecaros said.

“These will form part of the permanent history and lexicon of the ASEAN,” he added.

President Roh Moo-hyun is scheduled to leave for Cebu, the Philippines, next weekend to attend a summit of 10 Southeast Asian countries and three Northeast Asian nations, according to Chong Wa Dae on Friday.

“President Roh will embark on his first overseas trip this year on Jan. 13 to attend the 10th ASEAN+3 Summit and the 2nd East Asian Summit in the Philippines,’’ Chong Wa Dae spokesman Yoon Seong-yong said in a press briefing.

At the invitation of President Gloria Macapagal Arroyo of the Republic of the Philippines, Premier Wen Jiabao of the People’s Republic of China will attend the 10th China-ASEAN Summit, the 10th ASEAN Plus China, Japan and ROK Summit and the 2nd East Asia Summit to be held in Cebu Philippines from January 13 to 16, and pay an official visit to the Republic of the Philippines. During his trip to Philippines, Premier Wen will also chair the 7th China, Japan and ROK Summit.

Myanmar, ASEAN’s (Association of Southeast Asian Nations) most troublesome member, will likely escape strong pressure to implement democratic reform when the Southeast Asian bloc holds its 12th annual summit in Cebu this week, analysts said.

The nation has long been an embarrassment to the 10-nation bloc due to its dismal human rights record, as Malaysian Prime Minister Abdullah Ahmad Badawi acknowledged less than six months ago.

“The situation in Myanmar is impacting upon the image and credibility of ASEAN,” he told a meeting of its foreign ministers.

PRIME Minister Datuk Seri Abdullah Ahmad Badawi will attend the 12th Asean Summit and related meetings from January 12 to 15 in Cebu, the Philippines.

The Cebu Summit which was originally scheduled to be held from December 11 to 13 2006 had to be postponed due to Typhoon Utor.

Abdullah will be accompanied by Foreign Minister Datuk Seri Syed Hamid Albar, International Trade and Industry Minister Datuk Seri Rafidah Aziz, as well as senior officials from relevant ministries and agencies.

Press Secretary and Presidential Spokesperson Ignacio R. Bunye is confident that the 12th Association of Southeast Asian Nations (ASEAN) Summit, which will be held in Cebu City from Jan. 10 to 15, will be a banner year for the 10-country alliance and its dialogue partners.

He said the summit, originally scheduled to be held last December but was postponed due to a strong typhoon, will firm up the commitment among the ASEAN member countries and their dialogue partners to make this year a moment of glory for regional stability and security.

“True to the theme of ‘One Caring, One Sharing Community,’ all countries of Southeast and East Asia are prepared to unite and to act as one in addressing imbalances in trade, poverty, environmental degradation, conflict and insecurity, terrorism, transnational crime and other issues that affect a region that spans half the world,” Bunye said in his weekly column, “The View from the Palace” which comes out on Monday.

Business World News : ASEAN looks to sign China agreement

CEBU, Philippines - Economic ministers from Southeast Asia will sign a landmark agreement with China on Sunday which will open its lucrative services sector, a senior trade official said Tuesday.

The deal will help firms gain access to China’s multi-billion dollar service industries including banking, information technology, and tourism.

Senior economic ministers are to meet Wednesday to prepare the agreement, which will be signed by all 10 Association of South East Asian Nations (ASEAN) economic and trade ministers and China’s commerce minister, Bo Xilai.

The accord was to have been signed last December but was held over when the ASEAN and East Asia summits were postponed, senior Philippine trade official Ramon Kabigting said.

Cebuanos brace for heavy traffic during Sinulog, ASEAN events

Cebuanos are advised to plan their weekend ahead to avoid heavy traffic expected on January 14, Sunday, due to two big events – the city tour for the Asian leaders’ spouses and the Sinulog sa Kabataan parade.

Nagiel Banacia, Cebu City information officer, said traffic congestion will be at its worst in various parts of the city on Sunday when the city government hosts a bus tour for the spouses of the heads of state and foreign ministers who are coming to Cebu for the 12th Association of Southeast Asian Nations (ASEAN) Summit.

Roads in downtown Cebu City will be closed in the afternoon of the same day when contingents from 20 public elementary and secondary schools compete for the Sinulog sa Kabataan sa Dakbayan that will culminate at the Cebu City Sports Center on Osmena Blvd.

”Expect the worst traffic congestion on Sunday. We are advising the public to plan their trips on Sunday to avoid inconveniences. Of the entire summit week, this is the worst road closure that will be implemented,” said Banacia, city protocol officer who also heads the Cebu City ASEAN Summit committee.
