A Chinese shipping giant will build a $3-billion shipping complex at Sangley Point in Cavite City, outside Manila, to serve as its main hub in Southeast Asia, Malacañang announced Monday.

China Ocean Shipping Group Co. (Cosco) chief executive officer Wei Jia Fu informed President Gloria Macapagal-Arroyo of the investment plan during a courtesy call Monday.
